The highway that splits Seabrook in two
Highway 146 runs north from the Kemah bridge through the middle of Seabrook, and for storms it is the line that matters. East of it are the waterfront, Pine Gully Park, Todville Road and the fish markets on Waterfront Drive. West of it are the neighborhoods farther from the bay.
During Hurricane Ike in 2008, the city was under a mandatory evacuation. The surge flooded most of the homes and businesses east of 146, washed away houses along Todville Road or gutted their bottom floors, and covered the highway itself north of the Kemah bridge. Some residents went a month without power and running water.
The same line shows up in windstorm insurance. Seabrook is one of five Harris County cities where the area east of Highway 146 is inside the region the Texas Windstorm Insurance Association covers. West of 146, it is not. If you insure through TWIA, new windows, entry doors and garage doors need a certificate of compliance from the Texas Department of Insurance.

Raised houses on the bay side
Built up on stilts with the living floors in the wind and the view. Bahama shutters are the natural fit: propped open they shade the glass from the glare off the water, lowered they cover it for a storm, and they come in colors to suit the house, coral pink included. Inside the TWIA area, plan for a TDI certificate on any new windows or doors.
Brick homes farther from the water
Single-story brick with long runs of windows. Roll-down shutters close a whole wall at once from a switch, a remote or your phone, and shade the glass between storms. West of 146 the house is outside TWIA's area, and the shutters, estimate and warranty are exactly the same.

The part east of Highway 146 is. Seabrook is in Harris County, and TWIA's area in Harris County covers the parts of five cities that lie east of Highway 146, inside their city limits: Seabrook, La Porte, Shoreacres, Pasadena and Morgan's Point. A Seabrook house west of 146 is outside it. Check your address against the highway before the estimate.
Do I need a windstorm certificate for new windows in Seabrook?
